Tournament Policy

The Russian team hosting the tournament and 31 other national teams will participate in the final tournament of the World Cup. All these teams successfully overcame qualifying competitions.

208 FIFA member countries participated in the qualifying tournament. The greatest number of quotas for the final tournament went to Europe which 13 national teams will go to the World Cup. Asia and Africa will be represented in Russia by five national teams, four teams will arrive from South America, three from North and Central America. The last participant of the final tournament will be specified in the play-off with representatives of Oceania and Central America.

On the final tournament teams will be sorted out in four “baskets” depending on their rating and geographical location. The drawing procedure will divide them into eight groups of four. At the group stage teams in groups will play one round-robin tournament (“all-play-all”), thus, all teams will hold three matches.

The best two teams in each group go to the play-off (round of last 16). In case of equality of points for two and more teams, the higher team shall have the best goal difference. The second criterion of the higher team is the result of a head-to-heal battle.

In the play-off the winners of matches go to the next round, the losers leave the tournament. In case of a draw overtime is appointed (two times for 15 minutes). If after overtime the score-board shows a draw again, then the match winner is specified by a penalty shootout.

The winners of the semi-final matches will play in the final which will take place on July 15 in Moscow at Luzhniki Stadium. The teams having lost in the semi-final will meet on July 14 in a match for the 3rd place in Saint Petersburg.
